Technically you can, however at&t is now requiring a 2-year activation in the store when you buy your new iPhone. Also you would have to unlock it, and you might have to wait a little bit until someone figures that out than you have to find out how to unlock it in order to use it in a different country. It's a little bit of a hassle but yes you can.

That's would not work because the iphone is going to be in the wrong bandwidth, US phones use the GSM 850/1800/1900 band where as isreal supports the GSM 900/1800/1900 band. You're basically not going to get any signal in isreal!!!
